Introduction

The Peoples Protocol on Climate Change is an initiative aimed at involving the grassroots sectors in the climate change discourse by developing their capacities for engagement and action. The Peoples Protocol also aims to pressure governments and international bodies to put the peoples’ perspectives and aspirations on the negotiating table in shaping a post-2012 climate change regime.

The Peoples Movement on Climate Change (PMCC) is the collective network expression of this global campaign, and has involved individuals and organizations from the different global regions. It has a Facilitation Group that leads the discussions and coordinates the work in the network, and is composed of IBON Foundation, Asia Pacific Research Network (APRN), Peoples’ Coalition on Food Sovereignty (PCFS), Institute for National and Democratic Studies (INDIES), International NGO Forum on Indonesian Development (INFID), Asia Pacific Forum on Women, Law and Development (APWLD), Arab NGO Network on Development (ANND), IBON Europe, Global Justice Ecology Project, Kenya Debt Relief Network (KENDREN), Green Movement of Sri Lanka (GMSL) and AidWatch.


In the last two years, the PMCC campaign on the Peoples’ Protocol on Climate Change has made headways in research-education and awareness-raising. The global online signature campaign to endorse the Peoples’ Protocol www.peoplesclimatemovement.net has been garnering an ever-increasing number of supporters. A number of researches and popular education materials have been produced and regional workshops and have been convened in Asia, Africa and the Middle, along with national assemblies in key European countries. And developing linkages with other climate justice formations such as People’s Climate Action, KlimaForum, Climate Justice Action, Climate Justice Now! and others have been pursued where PMCC and its members have made significant contributions to.

Rationale

The governments of the world will come to Copenhagen to shape the post-Kyoto climate change regime. This will be the biggest summit on climate change, but there is little optimism for a meaningful outcome as the negotiations lean toward an international agreement that would mean more business than usual for northern nations and transnational companies, working with or though Southern governments.

It is urgent and necessary for the people to create their own spaces to raise their concerns and aspirations. It is time for the people to raise their level of engagement with governments and other institutions, and proclaim that what is needed, are genuine solutions to the climate crisis, and not the market-based false solutions peddled by the corporations and their apologists.

The Peoples’ Protocol on Climate Change is the message that we wish to deliver in Copenhagen and elsewhere. The Peoples’ Protocol if founded on the principle of people’s sovereignty and rallies the people behind the values and principles of social justice, democracy, equality and equity, gender fairness, respect for human rights and dignity, self-determination, stewardship, social solidarity and participation.
This is the people’s challenge to the UNFCCC and to governments negotiating a post-2012 climate framework. This is the people’s rejection of market mechanisms that impose the cash nexus on ecological priorities. This is the people saying the needs of the planet and its people must take precedent over the push for growth and profits.

Events being planned

During the COP 15, the PMCC will be organizing a number of events both inside the official UNFCCC space, and outside with the alternative civil society space.
A small delegation from Asia, Africa and the Middle East is envisaged to come to Copenhagen for the different events around the PMCC.

Peoples’ Assembly on Climate Change

The Peoples’ Assembly is scheduled on December 9 in Copenhagen and simultaneously in other countries. This is seen as the activity that will ‘ratify’ the Peoples’ Protocol on Climate Change.
This activity may also well be considered a ‘build-up’ or preparatory event that will increase the profile of the Global Day of Action on Dec. 12th as well as the other coordinated actions from different civil society groups and social movements, including the December 13 Countdown to Copenhagen and the December 16 event led by the Climate Justice Action.
In Copenhagen, the Peoples’ Assembly on Dec. 6 will be a whole day event that will combine elements of an ecumenical gathering and a Speak Out on Climate Change. This is being coordinated with different Danish organizations, as well as migrant workers in different European countries.
The Peoples Assembly will be held in the KlimaForum space, and will set up webcasts of national assemblies held in the different countries.

December 9 is also being planned along the lines of an “Asian Day of Action”, which may include other forms of action.
Other countries where simultaneous national assemblies are being conceived are Malaysia, Indonesia, Philippines, Hong Kong, Sri Lanka, Lebanon, Morocco, Egypt, Sudan, Kenya, Nigeria, Ethiopia, Zimbabwe, Uganda, and Canada.
Organizations that have sounded-off their intent in holding national assemblies may consider the following options/forms: mass demonstration or assembly, picket, speak- out, ecumenical gathering and/or similar other forms that are appropriate in their contexts.

UNFCCC inside event

The PMCC has applied for an event in the UNFCCC civil society space entitled “The Peoples’ Protocol on Climate Change: the peoples’ response to the climate crisis.”
This is seen as an event where the PMCC will hand over the Peoples’ Protocol that was ratified to the UNFCCC negotiator/s. There will be short messages from different CSO representatives coming both from the North and the South.

Other events and actions

The PMCC is exploring possible cooperation with other events and actions that different organizations and formations are holding in Copenhagen. Cooperation may be developed with KlimaForum, Climate Justice Now!, Our World Is Not For Sale (OWINFS), and other initiatives in support of its ‘inside-outside’ strategy.
As a broad platform, the PMCC is enjoining other organizations to be part of this initiative and is actively doing outreach towards this end.
